If I collapse the Tags section in the Item Pane of the PDF Reader, the Annotation Tags also appear as collapsed.Clicking on them does not expand anymore.The only way to recover from the Annotations Pane is to click on the +.

It is also possible to reach this state through tabbing back when editing a tag:

Then press Enter:
