The title of a standard should be italicized, not in quotes, and the document number should appear after the title separated by a comma.The date should be last.

After posting, I found other issues between the IEEE CSL and the IEEE Reference Guide wrt other types as well.A major problem is that the IEEE guide is not very clear, and there are a number of mistakes and inconsistencies in the examples it provides.As a result, universities have interpreted parts of the guide differently.I contacted IEEE, and will see about getting clarifications/corrections to the guide before going forward further.
