I think İstanbul University Institute of Social Sciences has a style that is very similar to one you are asking.
There are some people that can help you with creating the style from the ground up.But I think it can cost around 200$ minimum.

I am planning to update İstanbul University Institute of Social Sciences style later this year.I hope I would learn enough to help others (voluntarily) but I don't know enough about CSL for now.
