Syncing is syncing — when you sync a device, it applies all the changes you've made in both directions since the last time you synced that device.So if you previously were syncing your old computer but stopped at some point, and you've since deleted items locally, and that's why they're out of sync, you can just sync the old computer, which will bring the online library up to date with that computer, and then sync the new computer.
If you added items only on the web library that you don't actually want, and/or the desktop app has never been synced and that's a totally unrelated local library, you'd have to take one or two special steps.But we'd need to understand how you actually got into your current situation in order to help.
